Summary: | Today, information products account for more than half of the GDP of modern, economically developed countries. Their power is determined not only by the level of development of military and economic potential, but also by a powerful information base, a complex of analytical and computational tools capable of processing large amounts of information in short terms and ensuring its timely delivery to interested users. It has become natural to form the knowledge-based economy, whose development is extremely important since the changing nature of interaction of economic entities and their increased effectiveness directly affect business, enhance the innovative potential of enterprises, cause healthy competition among producers, which leads to higher productivity and better quality products and services. However, providing undeniable advantages, this process makes urgent a list of issues to be resolved. Activities of individuals, groups, companies and organizations are increasingly becoming dependent on their knowledge, abilities and rational use of the available information in search and justification of effective solutions. This changes the requirements to the staff, its quality. High level information culture, developed intelligence, erudition, knowledge and ability to work productively with information, i. e. professionalism have become important for a human in the information environment.
The mentioned processes require rethinking of the main categories, models and management instruments, and above all, personnel management. The approach to staff motivation must also transform towards stimulating the development of the most valuable qualities and skills of workers in the information economy.
Staff motivation problems in the global informatization have been the subject of research for a large number of scientists, however, the constant dynamics of the environment necessitates regular restructuring of the entire personnel management system to match new conditions in order to obtain competitive advantage by domestic enterprises.
The aim of the article is to justify transformation aspects of the current approach to staff motivation to meet the requirements of the information economy.
The development of enterprises in the information economy is only possible through the effective use of personnel, the release of its creative energy. Practice does not only require workers with professional knowledge, but with the willingness and ability to address both standard and non-standard problems. Consequently, personnel management in companies striving for progress should be aimed at the identification and effective use of workers' skills and habits, their personal qualities, creative abilities. A factor in solving this problem is the motivation of labour, the lack of which disorients staff, reduces enthusiasm and performance.
Today, the human resource management system is to be competence-oriented, which should be the base for staff development, planning, recruitment and selection procedures, adaptation measures and incentive programs. High level of employee competence is recognized as an important competitive advantage of enterprises and countries. Due to the emergence of the concept "competence" in the personnel policy of modern companies advanced technologies are becoming instrumental in evaluation and motivation of staff. Intensification of this process has resulted from changes in production. Its high research intensity, focus on product quality issues, the transition from traditional technology to flexible production facilities, i.e. the pursuit of innovation, have raised the value of creative work, high professionalism, analytical skills of personnel, information perceptivity, sociability, learning ability, which led to the awareness of the importance of staff competences as a priority in improving the personnel control system. Thus, we can say that competences are an effective management tool and the basis of the whole personnel management system in an information economy. |
