Summary:The present article analytically studies reflection of vital elements of social capital on the people and government relations in the context of the Islamic community and the role it plays to reach progress. It is claimed that confidence is one of the important indicators of social capital and can be converted into economic capital because formation of social confidence-as a result of justice establishing justice on the part of agents-results in lawfulness of citizens and restoring security and promotes social integration and level of partnership in the community. In this approach, God-centeredness begins with creating reciprocal confidence and social partnership. The fundamental objective is discovery and elucidation of nature of relations between components of social capital by means of reconsideration of concepts that introduce increased network structural size as central axis of accessing social capital. The applied results of research indicate God-centeredness and insight in cognitive layers of community lead to achievement of partnership and once it is eroded, efficiency of political system declines.
