The starting point for this research are the programs used to access Higher Education, developed by a group of Community Universities in southern Brazil. A theoretical perspective that considers language as constitutive, not just representational, is adopted, thus knowledge and people are built. The methodology used was documentary analysis. It has been argued that only access programs are not enough to guarantee the students permanence in the Universities.
