Summary:As a result of crisis conditions in the Russian economy which influenced significantly the outbound tourism market development, the problem of activating the efforts on the inbound tourism market with the purpose of strengthening its competitive position has become more important lately. Tourism clusters have been created actively since 2010 – 2011, and tourism industry has been managed at the regional level by means of results-based approach. In Altai Kray 11 specialized tourism clusters have been outlined, and in 2010 a results-based tourism development programme was accepted.The paper aims at conducting an analysis of results-based planning experience in the sphere of tourism clusters development, the problem issues in the process of results-based programme implementation are outlined at the regional level, especially in connection with the monitoring process of the key indicators of the programme. The author proposes the measures for improving the method with consideration of such specific features of tourism clusters as objects of results-based planning.
