Summary:The purpose of the article is to consider condition, problems and tendencies of institutional and regulatory supports for formation of single travel area in the framework of the Commonwealth of Independent States. Relevance of addressing this issue is due to the fact that international tourism today may be used as an instrument for solution of important external economic objectives and provision of regional priorities, specified in Constitution of external policy of Russia, in particular, such as of the Russian Federation as one of influential centers of modern world through deepening of Eurasian integration processes; building good-neighborly relations with adjoining states by developing of crossborder cooperation of the CIS countries and regulation of disagreements between countries; extending of international cooperation on non-discrimination basis, spread and reinforcement of standing of the Russian language in the world, popularization of national culture achievements, national historical heritage and cultural authenticity of the Russian nation, Russian education and science; contribution to the development of constructive dialogue and partnership in the interest of reinforcing agreement and mutual enrichment of different cultures and civilizations; preservation of common cultural and historical heritage of the CIS countries, extending their cooperation in humanitarian, scientific-educational and cultural spheres. When writing this work significant volume of political and legal documents of the CIS countries are generalized by using political and legal analysis methods on the basis of system, structural-fundamental and comparative approaches. The article shows the current tools used by the CIS member states, allowing to provide the joint law of the participating countries, which certainly contributes to the convergence of their positions and coordinated approach to the development of international tourism as a multi-interaction mechanism. Special attention is paid to the activities of the Inter-Parliamentary Assembly of the Commonwealth Member States, which is essentially the main actor in the implementation of state policy in the field of international tourism, in particular, the work of the Permanent Commission on Culture, Information, Tourism and Sport, which is part of its structure. It was emphasized that the leadership of the CIS countries is currently taking new steps to develop bilateral and multilateral relations in the field of international tourism, which certainly affects the foreign policy image of the states and thereby contributes to strengthening the geopolitical positions of the Commonwealth in the international arena. The novelty of the work consists in conducting a systematic study of the legal and institutional framework of interstate cooperation of the CIS states in the field of international tourism. The author gives an assessment of the political, legal and institutional support for the development of the tourism sector in the CIS as a region with a great tourist potential. There are identified the following negative aspects of tourism development: the lack of a unified conceptual framework; lack of coordinated integration policy of the Commonwealth in the development of international tourism; the delay in forming a common regulatory framework; the difficulty of harmonizing the national institutional mechanisms for the development of tourism. There are designated the dominant trends in the further development of international cooperation of the CIS countries in the field of tourism: the internal tourism development on the territory of the CIS countries; the increasing its competitiveness and economic efficiency; the expanding the types of tourism (educational, environmental, medical, religious, ethnographic, etc.); the formation of personnel potential of the tourism industry in CIS countries; the strengthening interstate cooperation by introducing new forms of partnerships between national tourism organizations.
