It concerns the European experience of developing a system of pedagogical baccalaureate within the framework of Bologna reforms, analyses the possibility of its reconsideration and adaptation for internal use. The article regards the basic principles of baccalaureate development in universities and higher professional schools of Germany and the most important modern tendencies in the system of European education. On the example of the successful experience of Minin University’s implementation of multilevel education, innovative for Russia, the article relates about a merger of the Federal State Educational Standard and the Professional Standard, formation of Standard competences and professional labour operations and about development of module academic plans and work programmes.
