Summary:The article deals with the issues of modernization of pedagogical education in transition from a specialist degree to multilevel education of the unified European system as well as in the sphere of Basic Professional Educational Program development on the basis of professional standards. It concerns the European experience of developing a system of pedagogical baccalaureate within the framework of Bologna reforms, analyses the possibility of its reconsideration and adaptation for internal use. The article regards the basic principles of baccalaureate development in universities and higher professional schools of Germany and the most important modern tendencies in the system of European education. On the example of the successful experience of Minin University’s implementation of multilevel education, innovative for Russia, the article relates about a merger of the Federal State Educational Standard and the Professional Standard, formation of Standard competences and professional labour operations and about development of module academic plans and work programmes. The article raises the question whether baccalaureate terms and classification are relevant to use.
