Summary: | The dynamics of complex systems occurs either under the influence of management, or by self-organization. In the first case a general theory of control (cybernetics) serves as its theoretical basis, and in the second - the theory of self- organizing systems (synergetics). In the article we discuss these theories interrelation. The analysis is carried out on the example of education which is considered not only as a social and pedagogical phenomenon, but as a continuous process of changing patterns of homogeneous and heterogeneous systems. The philosophy of determinism and behaviorism serves as a methodological basis for the education management analysis. Self-organization is considered from the standpoint of synergetics, that is, a phenomenon is understood as a development caused by the interaction of system components. Self-organization is connected with a combined operation of the system components, too. Education occurs simultaneously under and due to its spontaneous interactions with natural and social environments. Public education has a significant impact on the noosphere and on local and global changes in the society and nature.
