It presents the study of a continuous in-work education experiment with directors of public schools in the state of São Paulo. It brings a discussion on the effects of great programs carried out by universities along with state education offices, while it focuses issues concerning teacher hiring and carreers at university, as well as fund gathering for public university financing, research development, and the exclusive dedication rules. It also addresses unemployment among young doctors in southeast Brazil. The experiemnt carried out at the State University of Campinas (Universidade Estadual de Campinas) also allows us to observe the change in the way public authorities consider public education directors.
