The study is of a quantitative, non-experimental, descriptive, cross-sectional type. The collection instruments used were the survey and the focus group. In the analysis and interpretation of the study, empowerment was identified as the emerging category that gives meaning to the exercise. The question: What kind of subjects do social programs need?
