These suggestions represented the only form of true direct democracy in the constituent process. This is a descriptive article, with data collected in the year 2017. The sum of 415 (32%) from a total of 1,289 popular suggestions related to the theme "sport" were analyzed. In general, the majority of the suggestions requested more state support for sports, while many suggestions were not appropriate for a national constitution, and approximately 24% of the suggestions more objectively called for sports democratization. Although these suggestions could inform constituents about popular demands regarding sports, there was prioritization of the demands raised by entities representing the organized sports sector.https://revistas.ufpr.br/rinc/article/view/65472federal constitutionpublic policydemocracyright to sportpopular participation.
