Summary: | The article states that the components of library and information resources are databases that contribute to ensuring the completeness and optimality of fixation, relevance and availability of information resources in a unified systematic form, high speed of processing and use of information. It is emphasized that libraries, as a significant component of the country’s information resource, play an important role in providing scientific and information support to the innovative development of society, gradually becoming an effective link between the global masses of information and the modern user. The concept of «database» in accordance with international and national regulatory acts is revealed. The criteria under which a database can act as a copyright are determined. It is stated that the legislation does not clearly define the criteria for database security as objects of intellectual property rights. It is concluded that copyright extends to databases that are the result of creative work (ordering) and are characterized by originality in the sense of intellectual creation.
