The article analyzes the universal models of financial accessibility of higher education in developed countries. Particular attention is paid to the genesis of higher education in Russia, the formation of inequality and new motivation in the conditions of reforming higher education. It revealed a contradiction between the orientation of higher education to practice in market conditions and the deformation of employment in the labor market.
