If the cases judged directly by the constitutionalcourt – necessarily a minority – are excepted, the harmony, securityand rationality of the system for the distribution of powers must in theend be the responsibility of the various parties concerned, through theirrespect for other entities’ powers and the level of cooperation in goodfaith accepted by all of them. An examination of the regulation in our legalsystem of civil liability for damages caused by game species clearly demonstratesthe chaotic regulatory situation brought about by what can reasonablybe described as a lack of adherence to the system of distribution ofpowers.
