Taking this into account, the barriers which limit opportunities for improvement of energy efficiency at the decision-making phase of regenerations and challenges encountered in practical parts of EE-renovation activities are characterized. The SSH analysis shows that the social barriers and challenges identified in the project were implied by insufficient knowledge or interest in the idea of energy-efficient buildings and high investment costs.
