This is an exploratory research by means of a case study. The main document that serves as reference for the exercise of citizenship is the Universal Declaration of Human Rights, which was created by the UN in 1948. In the regional perspective, with the creation of the Strategic Plan of Social Action (PEAS), the MERCOSUR countries defined axes social policies and committed themselves jointly to the objectives of eradicating poverty, hunger, poverty and illiteracy. Public policies regarding education are numerous in the MERCOSUR member countries, and Brazil has made efforts to improve the national policy of indigenous education based on the needs of indigenous peoples strengthened by the participatory process called the National Conference on Indigenous School Education, held between the 2016 and 2018. This conference demonstrated that through democratic participation, the Brazilian State has the support in the formulation of public policies to assure everyone the right to education.http://revista.ismercosur.org/index.php/revista/article/view/97
