Studies focusing on cities networks highlight how difficult it is to qualify and describe those networks. This text thus presents and discusses, starting from a sociogenesis of the Organization of World Heritage Cities (OWHC), the different uses of this network. The different interests and lobbies structuring those networks are also analyzed. By the way, two key issues emerges. Firstly, splitting label of word heritage and object of word heritage implies that the heritage object turns from political status to economical one. Secondly, roles of State and local authorities becomes clearer : while state is involved in protecting and conserving, local authorities becomes more and more involved in communicating and promoting the label World Heritage Cities.
