Summary:Working at the confluence between the singular human being and its necessary social plurality, democracy is indispensable both to personal and individual development, and to the social coexistence between groups and people and to the solution of social problems. It is, therefore, an incontestable component of a teaching whose quality is understood as going beyond the partial aspects subject to measurement by conventional tests and exams. To public policies in education, this must mean a radical confirmation of education to democracy, with projects and measures made viable by the consideration of the concreteness of the real public school, and that materialize themselves in a school institution pedagogically and administratively organized also in a democratic way.
