Summary:In France while traffic calming measures were concentrated in residential neighbourhoods or in commercial streets until the end of the 2000s, these measures spread to the main roads receiving major transit traffic. To what extent do the conflicts created by traffic calming measures change planning policy strategies? The method is based on a corpus of documents and several interviews with expert stakeholders (planners, engineers) in Paris. This study highlights that the discussion on the generalization of 20 mph is driven by different values on urban travel time.
