First, that of the States whose relative system is inefficient, which he calls "Mediterranean" because most of those countries are situated on the shores of the Mediterranean Sea. Second, that of the countries whose systems are efficient. He then seeks to identify the causes for inefficiency and proposes solutions to this problem.
