On November 4, -1991 the General Agreement on Cooperation between the EC and Uruguay was signed in Brussels, coming to substitute the one signed on April 2, 1973. Between these two facts there are severa1 years of lack of interest by both parts, although the EC has been, and continues to be the first trade partner and with a larger number of enterprises in that country. The author thinks there are no reasons which could lead to a worse situation; on the contrary, some facts -specially the industrial, scientific and technological cooperation instruments implemented by the EC- seem to suggest a larger implication of theCommunity in the country's development.http://www.cidob.org/es/content/download/8868/89997/file/dejuan_23-24.pdf
