Summary:Demand of barrier-free cities is a part of human rights and meeting of this demand is one of the main responsibility areas of administrations. Even it exists legal regulations on establishing barrier-free cities in Turkey, the problem is mostly about practice of these regulations. This study aims at exerting that the structure providing integration of the disabled to the city is inadequate on the ground of Malatya city center. To this end, it has been tried to be determined whether urban accesories, substructure, public buildings are appropriate or not for access of the disabled, and the present situation has been analysed from the perspective of "barrier-free city" concept. After the survey performed, in context of developing city planning perception, it has been determined that even there have been positive progress on eliminating the obstacles which are faced by the disabled at country life, problems and deficiencies still go on. In this sense, many of the buildings and services are far away from being accessible by the disabled.
