This Paper studies rainwater resources from the perspective of urban planning and urban resources development and utilization. It can not only supplement urban water resources to a great extent, but also has multifaceted profound significance in many aspects, such as easing urban flood disaster and underground water level lowering, improving the urban ecological environment, and enhancing the urban sustainable development. Based on the background of Xianyang meteorological and hydrological data, the study establishes a groundwater recharge model through observing laboratory rainfall simulation and analyzing grey system theory.
