Summary:The process of democratic consolidation in Brazil and the persistence of social inequalities in the country asks for the production of studies and practices in public communication with a pro- development perspective. The paper proposes a theoretical framework that articulates the central elements of the works of Jürgen Habermas, John Rawls and Amartya Sen, and that will inspire a construction methodology for research in the field, combining deliberative and participatory political processes, redress of unfairness and expansion on citizens ́s capabilities.
