Summary: | The public policies evaluation, despite not being a recent theme its importance has been increasing and stimulated by society’s demands for the public policies universalization and the citizenship realization. Seeking to contribute with the challenges faced to make the evaluation more efficient and common considering these claims, this article aims to discuss the evaluation as a strategic resource for public management and to accountability at the same time. In these terms, it treats of consider it, firstly, as an element that should be integrated to the whole policy cycle and, secondly, through the overcoming a merely technic and quantitative view and that incorporates a qualitative and normative dimension in the analysis, considering issues related to the accountability and participation.
