However, it is not only a public safety issue but for some countries in the region, it becomes one of governability. This article develops an approach regarding the implementation of strategies, planned by the western hemisphere within the frame of the Organization of American States (OAS), to face Transnational Organized Crime, and the effectiveness of them, keeping in mind the distinct approaches of its members, which are asymmetrical and uneven. Also, within the transition frame that meant for the members of the OAS migrate towards the Multidimensional and Cooperative Security, we found clear evidence that demonstrates the consensus of shared values and common approaches, like the concept of Security with a multidimensional scope.
