Summary:This article discusses the position of bothgovernment and society facing public health inBrazil, as of the Cholera epidemic that reachedCampos dos Goytacazes in 1855, with theaim of demonstrating how philanthropy wasan important obstacle to the universalizationof social rights in the country. The analysis isfocused on the presence of a philanthropic cultureof long duration which, practiced on a large scale,involved the government and society in a complexexchange ratio of favor with the basic problemsof the population. The role of institutions such asthe Santas Casas de Misericórdia, central actorsfor the functioning of organized assistance in thatculture is also examined.
