It is proved that lawmaking goes beyond the creation of a legal norm - it is a broader phenomenon including the continuous monitoring of the state of the legal norm throughout its life cycle. The article provides definitions of lawmaking (including regional lawmaking). The authors focus on the legal regulation of the process of creation of legal norms at the regional level.
