The main attention is given to the transformation of the text of the Ukrainian Constitution of 1996 and the legal instruments of its conversion, including acts of the Constitutional Court. The author emphasizes the idea of the similarity of the constitutional and legal institutions of Ukraine and Russia, comparing them with each other, and focuses on the need to comply with current legislation by all the legal subjects, primarily in the field of human rights and freedoms.
