The existing problematic issues and risks of the decentralization reform have been analyzed, recommendations for dealing with them have been provided. A number of conclusions has been made, in particular, that establishing a legal framework, which is a necessity for the decentralization reform, should take place in parallel for all industry areas and not in fragmentary manner.
