Summary: | According to social network activities, types of behavioral strategies and functions of network
members in emergencies are analyzed. Adapting B. McConnell and J. Huba's proposed typology
of "4f-politically active users," the authors pay special attention to "functionaries", who make a
constructive contribution to the prevention and elimination of the consequences of emergencies.
The sense of imminent danger inherent in the worldview of the modern man is greatly enhanced
by the realization that the full range of risks faced by humanity will only be conceived in the distant
and uncertain future. In this regard, the model of the modern world as a central one poses a problem
of risk, and in public administration comes to the fore the problems of security. In the medium term,
crises and emergencies remain one of the major security challenges.
The need to reduce risks in emergencies requires the use of appropriate progressive organizational
and managerial social technologies. Traditional methods of rigid rational and logical management are
increasingly showing their limitations. The resource potential of network communities, which has
been quite fully disclosed in the actions of networks during emergencies in different countries in recent
years, allows to create platforms for interaction between authorities and citizens in emergencies, to
develop new management technologies aimed at emergency prevention, response and elimination
consequences of emergencies. The necessary condition for interaction is sufficient trust of the participants
of the dialogue, readiness to act in a real partnership.
It is substantiated that new opportunities of social networks increase the role of network practices
in public administration. |
