Summary:This article intends to explain legislative and social measures which, in Spain, as a social State, are carried out so as to facilitate access to the labour market or to encourage labour adaptation and reinsertion. The services which arise from this legal commitment are found as formative actions carried out by the Ministries of Education and Work and part if them fall into what is called in Spain “enseñanza no reglada”. In the development of these actions some non-for-profit organizations play an important role as they are prepared for designing and carrying out those formative actions which are deemed to be necessary in each moment by the labour market
