It is analyzed in the article: the role of the principle of continuity in the public service of Ukraine in conditions of social transformations. The notion of continuity in the system of public service as a complex principle which is a base for this institution is conceptually grounded in this article. It is grounded that the reform of society as a whole or any individual institution is required transformations in the institution of public service. It is established that in conditions of social transformations public servants are called to be the bearer of positive social change. It is proved that the modern approach to the formation of professional-qualification requirements for employees is based on the principle of combining the two global components: moral-ethical and professional. It is established that the formation of moral-ethical component of the image of public servants is influenced by the two groups of determining objective factors: first, the social-economic and political conditions prevailing in the society, and secondly, the specific responsibilities and conditions of work and life of the employees. The necessity of the new law «About public service» is grounded in the article.
