誰的公民教育?香港非政府組織的另類論述和實踐 Whose Version of Civic Education? Alternative Discourses and Practices of Non-governmental Organizations in Hong Kong

公民資質其實是一政治和空間的概念,故應考慮其所在的多重空間情景,公民教育亦然。採用葛蘭西式的觀點並以香港公民教育的動態形成做個案研究,本文試圖呈現其在本土、國家和全球三個層面所表現的文化政治,同時彰顯當中涉及公民資質和身分的激烈爭議。研究發現,儘管官方的公民教育計畫是朝向「國民教育」發展,但一個多元化和充滿活力的公民社會,卻造就多種論述和實踐的混和及交互滋生。它們以互補或競爭性的方式,與官方計畫並行。泛民主派在公民社會發起的公民教育可視為追求人權和民主 的賦權鬥爭,以抗衡政府和親北京陣營的馴化力量以及全球資本主義的暴虐。 Citizenship is de facto a politica...

Adopting a Gramscian viewpoint, this study analyzes the cultural politics of Hong Kong at local, national, and global levels, through the dynamic formation of its civic education. The results show how citizenship and identity are hotly contested. Therefore, while the official civic education program is oriented towards nationalism, the pluralistic and vibrant civil society allows a hybridization and crossfertilization of multiple discourses and practices to run parallel with the state project, either in a complementary or competitive way. Civic education launched by the pan-democratic camp in the civil society may be viewed as empowerment struggles for human rights and democracy, compared with the domestication efforts made by the government and the pro-Beijing camp, as well as the tyranny of global capitalism. http://www.edubook.com.tw/OATw/detail.aspx?no=56010公民資質公民社會非政府組織香港citizenshipcivil societynon-governmental organizationsHong Kong
