Summary:This article analyzes the challenges of integrating gender and human rights perspective in public policies by using the social construction approach on the design of public policies (Ingram and Schneider, 1997). The analysis of the Alerta de Violencia contra las Mujeres en Jalisco, México, shows that civil servants´ perception about violence against women and about target populations involved in this problem are key aspects in the design of public policies to integrate and recognize women human rights.
