Summary:Sapard Programme and rural development policy. The financial help offered to the European Union accessing countries represents a subject of great interest, firstly due to the quantity of individually attributed funds, and secondly, due to the manner these funds are distributed according to national territorial necessities. The statistical analysis of financial data synthetically reflects the practical results registered in the territory. Essentially to be mentioned here is the ratio each economic sub-sector of activity benefits of, directly correlated to priorities established by the national rural development plan, at a regional and county level, priorities that would become possible directions of long and medium term rural development. The development of local infrastructure represented a priority proved by the level of initiative shown by the local administrations for the modernization of roads, the construction of water networks, water sewage and sewerage systems. Though this priority had an advantage even from the beginning by receiving half of the non-refundable funds that rural development programme was allocated, they succeeded to entirely absorb the funds allocated to this sector in a short time.
