To achieve coherence within a new emerging cross-border region appears a challenge to the re-gions actors. This paper asks how these actors operate and interact across borders with the context given. It takes its point of departure in theories on network governance and new regionalism. Empirically, this paper focuses on a group of decision-makers within the field of local and regional administrations, which are actively involved in cross-border cooperation.
