The paper analyzes possible solutions to the development of the nations, focusing in the institutional financial monetary subsystem led the human development. The analysis method will be historical, analytical, critical, integrating and prospective. It will be in broad strokes a descriptive study. The redesign of international monetary and financial order and of international financial cooperation is a vital question. The fundamental thing is to decide: Change or continuity of the model?. The success of the proposed system depends on a consensus or previous world-wide agreement. The present system is characterized for being a system non consensuado, is anarchical, deregulated.
