Summary: | Clusters are considered by modern economic policy of Russia to be a new tool for regions’ development that is based on the balance between business freedom and the interests of the authorities in the field of socio-economic development of territories and the country in general. However, as the cluster develops, the traditional scheme of its functioning begins restricting the possibilities of using all accumulated competencies and various types of resources in its region. This feature of the cluster development conditions the necessity to pass to the territorial and spatial model of the economy that is aimed at strengthening interregional integration considering sectoral and regional priorities of social and economic development. This idea reflects the relevance of the research theme. Based on the fact that the intercluster interaction creates a stable platform for the development of cluster structures by combining the capabilities of its participants and the effective allocation of resources, the purpose of the study is to develop theoretical and methodological aspects for the formation of the organizational mechanism of management of intercluster interaction on the basis of a resource-oriented approach. The study is methodologically based on interdisciplinary and systematic approaches, modeling methods, dialectical and formal logic. The expediency of an alliance as a form of intercluster interaction has been substantiated on the resource-oriented approach basis. The method provides the most efficient use of competences and resource potential of the cluster participants in comparison to other interaction forms to achieve the purposes of cluster projects. To strengthen the role of the government in the alliance management an integrated form of cooperation – an interregional industry alliance of innovative and production clusters has been suggested. The alliance is managed by a coordinating body – an Intercluster Interaction Control Center that is organized as a form of non-profit partnership at the federal level and it is a government structure. The developed tool for the intercluster interaction management has been tested in the case study of the shipbuilding industry of the Russian Federation. Further studies will be devoted to the determination of optimal conditions and effects of intercluster interactions on the basis of the resource-oriented approach and economic and mathematical modeling tools.
