Summary:The paper dwells on the issue of re-conceptualization and revaluation of the moral responsibility of public servants in the current context of public administration in Ukraine. The preliminary research conducted on responsibility definitions in public administration has been analyzed. The content of the basic notions, kinds of moral responsibility and their interrelations are explored. One of the major criteria for public authorities’ efficiency is regarded to be public servant responsibility for performance of their official duties. A special attention is paid to considering the moral responsibility of public servants in terms of freedom and obligation. Determining the extent of public authority staff’s moral responsibility is recognized as a fundamental need in the conditions of developing a legal state and civil society. In the course of research, it has been proved that moral responsibility serves as a public servant’s most significant characteristic, which ensures realization of the control function in public administration.
