Summary:The purposes of this research were: 1) to study the implementation of the research for learning development policy toward practice in basic education schools ; 2) to develop a model for the implementation of the research policy toward practice ; and 3) to assess the effectiveness of the model implementation of the research policy toward practice. The methodology of this research was divided into 3 following steps: The first step was a study the situation in the implementation of the research for learning development policy toward practice in basic education schools from documents/research and multi-case studies. The second step was to develop a model from data obtained from the first step. A model was drafted, a seminar among a group of experts was held to examine the model’s appropriateness and then a model was adjusted in accordance with experts’ suggestions. And the third step was to assess the model’s effectiveness by 1) experimenting in a school ; 2) examining and 3) verifying the model’s quality by organizing a seminar among stakeholders. The research’s findings were as follows: 1) Schools that implemented the research in line with their contexts were successful while schools that implemented the research without a clear and concise process failed. 2) This model for the implementation of the research for learning development policy toward practice comprises 4 parts: Introductory Part, consisting of introduction, model’s principles and model’s objectives ; Process-Related Part, consisting of 9 steps which are: to adopt and accept the research for learning development policy as the school’s policy ; to set up the research plan ; to develop knowledge and skills necessary for teachers ; to conduct the research and exchange knowledge ; to supervise, follow-up, and build morale ; to conduct research assessment and development ; to build the supporting network ; and to create the research culture ; Model Implementation Part ; and Success Factors Part. 3) The model’s effectiveness was assessed and it was found that model was effective in line with the criteria set. After the course the criteria was set. It made sure teachers had the Knowledge, understanding and necessary research skills. The course had organizers desired criteria and attributes and follows the set model.
