The first of them appeared at the beginning of the XXth century. At the same time, the problem of public administration was not seriously considered by researchers independently. The basis of the article was the provisions on public administration in Harbin, in the villages at the stations of Hailar and Manchuria. These provisions were presented in the “Collection of documents relating to the Chinese Eastern railway”, published in 1922, a copy of which is stored in the funds of the State Archive of the Russian Federation. The research methodology is based on the fundamental principles of historical science. The principle of objectivity allows us to state the facts stated in regulations without subjective assessments. The principle of historicism made it possible to work on the problem taking into account the historical features of the period under consideration. The most important in the work were general scientific methods of collection, analysis and synthesis of information, which are the main when working with archival sources and historiography of the issue. According to the results of the study, several conclusions are made. The history of public administration in the exclusion zone of the CER has not been enough studied. Given the fact that this territory belonged, in part, to the exclusion zone of the Chinese-Eastern railway and it was inhabited by a lot of Russian-speaking population, an interesting aspect is to identify the degree of their participation in public administration. At the beginning of the XXth century, in the territory of Northern China, local elected bodies which functions are similar to functions of modern local government were spread.
