The long list of quantitative indicators and qualitative characteristics of persons from the economically active population in its totality and determine labor potential, is not a sufficient level of assessment to make important management decisions. Mostly more accurate is the so-called relative (comparative) evaluation, which enable relatively weighted to take steps in business. A new approach to the evaluation of labor potential based on qualificational, personal, physiological and motivational potential for practical use at the micro level is shown in this article. This approach enhances the impact assessment of external and internal factors in the formation of labor potential and working out organizational and methodical approaches and mechanisms of its development.
