Summary: | Tools which allow a regulatory or land protection of the natural heritage are abundant. Today, they are complemented by planning documents which give a framework for regional planning and land use regulation. However the fact remains that these procedures have limits. Regulatory and/or land protection concerns small portions of the regional territory, and the presence of protected species or species at stake on a surface which is not dedicated to nature protection often is regarded as a source of constraints for actors and users of the territory. Three examples taken among actors of the Nord department (France) (Port of Dunkirk, city of Auby and a private company) nevertheless prove otherwise. These actors demonstrate that it is possible to develop a different approach where the voluntary action of considering biodiversity progressively modifies projects. These actors thus develop a new state of mind which transforms their relationship to territory: Biodiversity as a partner.
