Summary:Alongside with the transformation to the market state the system of state administration in post-soviet Ukraine, created with the breach of systemic principles and systemic regularities, has become the systemic problems generator. Other systemic problems emerged within the system as well, such as the informational isolation of government and business from the society and non-correctness of market relations both among business structures and between business and government.The works of the author show that analogous problems have caused self-destruction of the USSR state administration system and the collapse of the state system on the whole. Consequently, it is possible to suppose that further functioning of the Ukrainian "sick" post-soviet state system will cause a similar outcome without elimination of systemic crisis.For this reason the solution of systemic problems of informational openness and market relations correctness is crucially actual, possible to accomplish only by systemic methods.The managerial problem of transferring the system and its systemic elements from the existing negative state to a new state of systemic openness and market relations correctness thus emerges.The proposed publication is the continuation of author’s findings and is dedicated to solving the problem of informational openness and market relations correctness in OES and SES management.The essence of the proposed framework is in the synchronic transfer of all domestic business structures to state administration structures at all levels from the state of informational isolation and non-correctness of market relations to the state of informational openness and market relations correctness. The transition of systems from one state to another is a function of systemic management, strategic change management in particular.
