Disparités territoriales de l’équipement français en structures d’hébergement pour adultes handicapés et enjeux géopolitiques

This paper proposes to objectify regional disparities of residential facilities for persons with disabilities from 1970s to 2010s in France and to study the impact of social policies on their evolution. It aims to understand the specific regional approaches to this sector. We measured the regional distribution of these institutions, through to a quantitative analysis of the National File of health and social institutions (FINESS ) and statistical surveys conducted between 1978 and 2010. This first analysis helps to appreciate the impact of disability policies on the distribution of residential care facilities, thanks to the introduction of a regional regulation and a spatial planning (from 1975 to 2010). The results show a reduction in regional inequalities since the late 1970s despite continued local specificities, including an oversupply of residential facilities in rural areas.
