Summary:The challenges imposed by today's societies outweigh the capacity of governments that, with various constraints, must discover innovative ways of providing better quality services and / or products. Among the main solutions mentioned are the possibility of using Information and Communication Technologies, highlighting initiatives of open government and open data, promoting greater possibilities of open innovation. Thus, the objective of this work was to identify factors capable of promoting coproduction in open data initiatives and the necessary elements for the open innovation process. To meet these objectives, interviews were conducted with actors from the Brazilian open data ecosystem. The results show that there are some factors, such as the use of collective intelligence and social participation, that can motivate coproduction, an essential factor for the open innovation process. We have also identified expressive and solidarity incentives, which can motivate the citizen (society) to promote greater interaction with governments.
