Summary:Government policy aims to promptly identify urgent problems of promising sectors of the economy, analyze them, establish the causes, contradictions and find solutions. In the field of public policy appropriate decisions are made to solve industry problems, programs, and regulations are developed, mechanisms and tools to implement them are identified. Solving these problems will depend on the rational regulation of promising activities related to food, including such a component of fisheries as the aquaculture industry. The aim of the paper to provide methodological rationale for government regulation of promising agricultural sectors related to fish industry and develop practical recommendations for the use of mechanisms for the implementation of the regulatory policy in the sector of aquaculture. Our findings give reason to believe that the economic scientific thought formed in an era when there were large fluctuations in food production, when famine was common. This explains the fact that all civilizations arose near large bodies of water or rivers. The lowest stage of savagery was overcome by humanity with the introduction of fish food. The opinion of Adam Smith it confirmed, that by using the earth product fish is extracted out of water. So, for the first time a theoretical and methodical proof is provided that by using the product of water one can get livestock products "on the ground". This aspect proves the relevance of regulatory policy in fisheries aiming to eliminate obstacles to the development of the economic activity at the present stage. A methodological support of state regulation of the aquaculture industry as a component fisheries is provided. Practical recommendations on the use of mechanisms for the implementation of regulatory policy in aquaculture are given. Undoubtedly, a characteristic feature of aquaculture is the specific nature of the object of production, i. e. fish cultivated in primarily human-controlled conditions. In order to fully utilize this advantage to provide state support for the development of this type of economic activity, it is necessary to enhance the growth of fish productivity of water bodies from 0,3 t/ha to 0.15 t/ha and separately consider fish productivity for both commodity fish and planting material. The author suggests certification of fishery process waters which are in use on a rental basis. Optimization of indicators makes sense taking into account not only the areas of aquaculture, but also: a) soils, where water bodies are located using a correction factor. For medium-fertility soils (podzolic, loam, sandy loam) it is 1, for unproductive soils such as gravel it is 0.4, for peaty soils it is 0.5, for sand it is 0.6, for high-fertility (black) soil it is 1.2; b) type of ponds, especially fattening ponds which need to be divided into several categories (mainstream, waste, by area). The paper emphasizes that the central executive body that implements the state policy in the field of fisheries, is given the authority to conduct public accounting, monitoring, the state cadastre of water biological resources, and public records and register of fishery water bodies (or their parts). To this end, ways to develop and approve of the "Order of Keeping the State Register of Fishery Water Bodies (or Their Parts)" are proposed.
