| Summary: | This study derives from the reflection on the implementation of public policies of culture in the municipality of Parnaiba. It is aimed to identify the configuration of the network of institutional relations for formatting public policies of culture in the city of Parnaíba ‑ PI. The study, of qualitative nature, had as research subjects governmental and non ‑governmental organizational actors involved in the cultural area of the city. As data collection instruments, semi ‑structured interview and observation were used. As the analysis method, it was made use of content analysis. Given the results, it was found that there is no public policy of culture in the city, but the integration of the actors to build it. In order to consolidate the policy, it is necessary getting a better coordination, culminating in the implementation of an efficient Municipal Council of Culture, which is under discussion in debates, forums and conferences.
