We wonder how, these CSOS have been able to influence regarding debates and specific policies, although to different extents, in spite of marginal social conditions and little political power accompanying their development. We believe that their strategies have been focused on building legitimate problems, as well as in making such constructions visible- this within a framework of particular enunciation conditions, which have carried out “acceptable” democratization claims for different social issues In addition, we consider that such possibilities of influencing can be understood and explained starting from their particular positions concerning relational systems and their skills – in terms of capabilities of undertaking-defined in such positions. In this framework, both CSOS have deployed special strategies in pursuit of achieving their goals.
